There are two things that typically drive vibration, the excitation force (mass) and the spring constant of the material. Assuming that cutting forces are far greater than the mass and if you keep feed, speed, and depth of cut the same for tools of various materials, then you could assume that the vibration is due solely to the material.

If it is assumed the the spring constant of the material is the driving factor, there are three things that govern the spring constant. 1 - The modulus of elasticity (a material property) E, 2 - the moment of inertia (directly related to the cross sectional shape of the too) I, and 3 - the length of the tool L. As you stated, if all the tools were the same size and shape, that will narrow things down to just the modulus of elasticity.

For the materials mentioned, here are the modulus of elasticity (E).

Aluminum ~ 10,000 ksi (it various slightly with the alloy composition)
Steel ~29,000 ksi (on average)
Magnesium ~6,500 ksi
Cast iron ranges pretty far 12,000 - 25,000 ksi due to it's material structure.

The equation for the spring constant is: k = 3EI/L^3. The higher the spring constant, the harder it is to exicite the tool and create vibration. Since the modulus of elasticity is in the numerator (E), it stands to reason that the higher the modulus of the material that, the greater the spring constant, the less the vibration.

So finally the short answer is, you would expect steel to be the best and magnesium to be the worst. Cast iron would be good depending on its structural composition. Note that cross sectional shape can play as large of role as the material itself. A stiffer cross sectional shape can make up for a weaker material. Also note that the length place an even greater role (it's part is cubed). The shorter the beam, the more difficult it is to excite it (think of your car antenna).
